Description The City of Lynchburg is seeking an experienced and qualified individual for the position of Assistant Airport Director of Operations and Maintenance. The successful candidate will be responsible for the daily operations, planning, and management of the Lynchburg Regional Airport.
Summary Performs complex technical and responsible senior management work in the daily operations, planning, and management of Lynchburg Regional Airport. Directly responsible for airport operations, maintenance, custodial, FAR Part 139 certification and TSA Part 1542 security functions for the airport. Acts as project director on assigned federal, state and local airport capital projects and serves as liaison to engineers, inspectors and contractors. Coordinates and assists in the integration of operations and maintenance functions with the airport safety and security departments. Assists the Airport Director in the operation of the airport in accordance with federal and state regulations, and may serve at times as Acting Airport Director in the absence of the Airport Director.
Essential Duties - Plans, manages and oversees the work of multiple discipline work crews performing air carrier airport operations, facility maintenance, airfield maintenance and ground maintenance activities; coordinates the use of available equipment, materials and manpower to obtain maximum effectiveness and economy and proper facility coverage for 24-hour operation; responsible for hiring, training and evaluating supervisors and subordinate personnel.
- Assists in the planning, direction and supervision of all airport operations and related public services for which the airport has responsibility; enforces City and Airport policies and procedures; may serve at times as Acting Airport Director in absence of director.
- Develops and prepares, or oversees preparation of, standard operating procedures, Airport Certification Manual, Security Program and other state or federally required manuals or programs; implements and ensures compliance.
- Coordinates with airlines and other tenants concerning security, safety and vehicle safety training and procedures;
- Directs the FAA security and airport driver training program.
- Serves as primary Airport Security Coordinator (ASC); coordinates FAA required security checks and directs the issuance of airport security badge media.
- Prepares and implements short- and long-range maintenance plans and programs; develops and implements preventive maintenance programs; plans, prioritizes and directs the use of the Virginia Department of Aviation entitlement funds for maintenance equipment and projects.
- Prepares and monitors the operations and maintenance annual operating budget, assists with the airport capital improvements budget, and manages FAA and State grant reimbursement requests related to maintenance.
- Prepares or arranges for preparation of bid specifications and coordinates the purchase of equipment, supplies, materials and services according to state and local procurement policies and procedures.
- Assists in the planning, coordination and execution of airport construction projects so as to minimize their impact on airport operations; serves as project director and/or project inspector on specific projects as assigned.
- Responsible for the planning and coordination of airport emergency exercises; coordinates with emergency service organizations and ARFF unit for training and other requirements.
- Assists the Airport Director in the coordination of airport public safety and security/police functions.
- Coordinates building security and emergency duty coverage and handles after hour emergency situations.
- Directs airport snow removal operations; maintains FAA required Snow Removal Plan.
- Oversees the Airport's Wildlife Hazard Management Program.
- Responsible for airport compliance with various environmental permits and procedures including, but limited to, the airport's Storm Water Discharge General Permit, Storm Water Pollution Prevention Plan (SWP3) and oversight of the Spill Prevention and Containment Plans.
ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:

- Assist workers on difficult jobs and performs work in emergencies;
- Assumes the duties of the Airport Director in his/her absence.

- When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY RESPONSIBILITIES
- Manages three subordinate supervisors who supervise a total of 11 employees in the Operations, Maintenance and Custodial areas.
- Is responsible for the overall direction, coordination, and evaluation of these units.
- Carries out management responsibilities in accordance with the organization's policies and applicable laws.
- Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Minimum Education and Experience Required - Bachelor's degree (B. A.) from four-year college or university; or four years directly related experience and/or training; or equivalent combination of education and experience.
- Certified Member (CM) designation from the American Association of Airport Executive.
- FAR Part 139 commercial service airport experience.
- Supervisory experience required.
Preferred:
- Accredited Airport Executive (A.A.E.) designation with the American Association of Airport Executives.
Additional Requirements - Possession of a valid Virginia driver's license and an acceptable driving record according to the City's criteria. Successful completion of all FAA employment requirements, including drug and alcohol screening, police records check, employment background check, etc., and must be capable of meeting and maintaining Federal Aviation Administration security requirements for unescorted access in the Security Identification Display Area (SIDA).
- Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment.
- May also be required to complete higher levels of NIMS training as determined appropriate for the position.
